I understand that, but if it’s a complete tossup, nobody would be able to say “yeah poodles are generally smart and energetic” or “shelties are pretty vocal” and it becomes a complete tossup. There had to be some labeling you can do, otherwise nobody could breed dogs with purposes, like hunting dogs, herding dogs, etc.
For sure, you're right, it's not a complete toss up, but breed temperament is also not as definitive as some are making it out to be. I've known poodles that were geniuses and others that were dumb as a box of rocks. I think maybe all Shelties are pretty vocal though, I've never known a quiet one
