Help! Is this normal?

He seems to be wrapped up in this membrane. It is attached to his head and wrapped around a foot. Do I just wait or do I need to intervene? He chirps every few minutes.

The membrane if still attached will dry on like cement and prevent the chick from being able to uncurl... If the yolk is fully absorbed and everything else seems normal... I would use warm water (paper towel or q-tip) to dampen and remove the membrane.. replacing back inside the bator until it is up and moving around... IF you can do so without jeopardizing the rest of your hatch... Use a towel or blanket draped over the top of the bator so it drapes over your arms when you reach in and keeps warmth and humidity up so other pipped chicks won't shrink wrap.
