I would say it is a rooster. Please post the picture at a larger size.

Welcome to BYC. Glad you decided to join our flock. How old is your bantam? Unless it is older than I think it is, given the size and redness of its comb and wattle, you have a cockerel. Age and a larger photo would certainly help. But I think it is a cockerel.
