here's the setup. 6 hens from last year. Then in March I added 5 chicks to a Broody hen so they are all integrated now but while they coexists, they stay in their cliques. Then I added 6 more chicks in April but they have always been separated and are currently in a chicken tractor (they also bed down instead of roost, what's up with that!?).

How do I introduce the 6 pullets to the others?

the chicks you just added, can mix with the others, it's best to let them socialize through the wire of the tractor, if they've done that then it's probably ok to let them join the flock. They will have to sort out pecking order, of course. I don't know why they are sleeping on the ground. Warmer and safer, to them, probably.

Do they have a roost in their tractor?
They'll often huddle instead of roost until about 3 months old.

Do you free range or keep them all in a run?
Is the tractor within sight of the other chickens?
Is your coop big enough for 17 full grown chickens?
