Even if you do need a permit they're not going to do a quail raid.

Seriously tho just check and see, it might be good to have it, but you could get by just depends on the state...

The quail raids was a joke, check and see for yourself to make sure you do or don't. I would contact the fish and game to see, hopefully you can get an answer easier than it was for me. It took me two weeks to track the guy down:/
