Rats for sure. Best way to keep them out of your chicks is to have them in a brooder that is off the ground. With hardware cloth instead of chicken wire. By the time they outgrow the brooder the rats won't bother them. Oh and don't leave the chicks directly on wire floor. Use lots of bedding or removable plywood panels or the rats will bite their toes off through the wire.
