HELP~! My chickens escape!

Hello. I am in need of urgent help! See I live in a neighborhood where chickens are allowed but the slightest mishap or call from a neighbor about the disturbance of chickens then they are taken away and i will have to pay a fine! It seems a bit unfair but anyway. My chickens are OEGBs and they fly quite easily and are able to quickly fly over my 5ft tall fence and I do not want to lose my chickens! They even fly on the roof of my house and fly for a good 7ft to other houses! The only good thing is they come back to my backyard or to their "Home" since here was where they where raised and fed in. I tried clipping their wings but somehow they still fly over the fence! I am on a low budget so i can't buy a taller fence or some bird netting to put over the top of the fence. So please help me with a easy way to keep them contained. The rooster is impossible to catch and so is the hen. Also the hen is the one leading the rooster over the fence since he seems to go wherever she goes. And when i try to catch them to put in there coop they just fly away and on to the roof of my house! Please! Tell me of a way to keep them contained in my backyard without making them fly away and over the fence. I do not want to anger a neighbor by them getting out and flying to their backyard and calling to get them taken away so easily. I have grown attached to these chickens even though they are a pain to deal with. Also it need to be low budget because I'm going through some tough times and I just can not afford expensive building.​

It's really a problem as you have framed it. IMO you need to find some way to create an environment for them where they are not able to fly away---or it is just a matter of time before someone will complain or someone's dog will attack your chickens in someone else's yard.

Perhaps you could investigate getting some cattle panels and making an enclosure for them. --- PM me if you think that route might work for you and you want more details. --
 
Look on craigslist under free items and see if anyone is giving any used lumber away. You can buy a tarp for the run and that will keep them in. Do you have a coop/run?
 
We have our run made out of dog kennel fences, 4 panels, one with a door. Then on top we put garden netting (something you might put over plants to keep bunnies out) tied with zip ties. It works well and keeps the chickens in and everything else out. It was not too expensive if you can find some of that and square off an area of the yard somehow. You might check on craigslist like another person suggested and build a little area for them to stay in.
 
Yes i have a coop where i try to contain them during the night but like i said they are impossible to catch. Even though i bait them to come inside the coop they just won't take the bait. I guess they are smarter then they look.

Hi, I know you are low on budget but Lowes has plastic netting a 50ft (4 ft high) is about $15.00 its a lot cheaper than cattle panels. I have used some to keep chickens out of areas I don't want them in. I wont keep predators out but it will keep you chickens in. You will need a few poles to attach the netting to.
