Sounds to me like this is an easy fix first off your family so they will allow you to do this go and buy a training collar (AKA a pinch collar) you put it around the dogs neck (well the owner should do this) and then bring the dog over with the owner allow the dog to get close to the chickens have the owner yank on the collar the dog will yipe if done right, then tell the dog NO! in a stern voice do this a few times until he is very submissive when you try to get him to come to the chickens if you have broke the dog from doing this he will be affraid to even get close to the run or the chickens I had to do this with both of my dogs now neither one even looks at the run let alone the chickens and when I have them off lead they don't even wanna go near the area the stop many feet back.
Give that a try and then shoot the owner not the dog the dog does something that is natural to him now it is up to the owner to break that and show the dog the chickens are a part of the pack and not to be touched.
If you choose to shoot the dog I would use a paint ball gun with hot pink paint balls (frozen) this way you can tell the owner if it were a shot gun he would be dead plus he won't want to came back after a few times of that and the owner will get tired of washing the dog real quick.
If that doesn't work take him to court for suffering the egg loss as well as the hens that laid the eggs then maybe they will get the picture.

This is what I told neighbours/ family.... if I caught your animals in my property hunting my animals, it'll be disposed off in the quickest and cheapest way possible, I'm not spending my money to keep your animals out, I'll be using them to buy better feed and medical care for mine, so.. if your animals happen to be in my property, they can either be welcomed by my dogs, or if they're lucky, by me with a 20c bullet.
I guess I just don't feel the same way about family as some do, then, Sally. I just don't care about their feelings if they don't care about mine or what's important to me; if they are going to be that disrespectful to me, then they just don't need to be called family. But, that's just me.
Just this morning a neighbor (about a 1/4 mile away) stopped by to inform me my dogs killed his. He had been told what would happen if I caught his dog on my property already. This little mutt diggs under the fence or climbs it. As I was on my way to town, I saw the dog headed for my place. I turned around my put my dogs (each weigh about 100 pounds) in with the chickens. Neither will bother the chickens, one is an egg sucker. Anyway, his dog (about 10 pounds) is dead. When I asked him what he wanted me to do, his dog was on my property. He didn't know what to say, so I said it all. I gave him 30 seconds to get his butt off my property. Since he knows me, he left without saying another word. Use the triple SSS

Last time I had a problem like that I used an electric zap collar ( the kind you plug into your house and it creates a radius around it to keep your own dog in) I put it on the neighbors dog...turned it on high, listened to that dog yelp all the way home before it shut itslef off (30 full seconds) and I tell you that dog NEVER came back to my property again.
I personally agree with the others that said to take care of the dog yourself. I would. Being they are family they probably think you will continue to just let it slide, or not take legal action against them because they are family.
To some extent I disagree with the whole fence thing, I agree that it is my responsibility to keep my animals safe, BUT I feel it is the dog owners responsibility to keep their dog in their own yard where it belongs and it is safe. If I didn't have a fence, I don't feel it is my fault if a dog got my chickens, because my chickens have a right to be in my own yard, and the same as I keep my animals in my yard, others should keep theirs in their own where they belong. I am a responsible animal owner as I keep my animals in my yard not roaming all over the place, my dog was taught not to leave my yard and she doesn't leave it, if the neighbors dog is not going to be taught to stay in its yard it should be hooked. The owners should be responsible for their dog.
Now I am not saying that we don't all have to take actions to keep our animals safe, but the fact of the matter is if dog owner's were as responsible as we are, we wouldn't have to worry about it.
