Actually in most places it is illegal to abandon an animal...I hope your ex neighbors are found and fined...leaving it out in the snowto freeze or starve.. knowing it wouldnt be able to find food

If you're out there looking for him in the dark, take a flashlight, and look UP. If he's forced to sleep outside, due to being "homeless", he's probably in a tree, or other elevated place, because it makes him feel safer. (One of my hens is an escape artist and got caught in the dark the other night. Took me forever to find her, until I went from looking on the ground all around the coop, fearing for the worst, to looking up into the bushes and tree branches. There she was, fast asleep in the magnolia! All I had to do was pluck her out of there like a fuzzy, ripe fruit:))

In all serious though, if you do decide to keep him, you can do so pretty cheaply, My coop is just a 3'x 4' doghouse that I put a lockable door on. You can find tons of them on Craigslist. I can give you pics of my doghouse conversion, if you're interested.

he's most likely roosting in a tree.

water cooked oatmeal..not soupy..
eggs, etc..are good options..he does need some good protein since he's not eaten, and it's cold.
even a little canned beef cat food..
sunflower seeds..
not too much of the other wild bird seed..

if you're interested in keeping him..a little layer feed and scratch is ok for roos.

poor little guy..
what state are you in?
 
You might try a Freecycle near you. Some of those people always takes roos from me. The animal control here will only shoot the chicken as they only deal with cats and dogs and don't have the facility or budget to handle exotic/farm animals.
