Help my rooster started crowing

Some people have had some success with crow-collars.
I'm sure there are just as many horror stories as success stories.
I also would not use one.

They are going to hear, but I can understand wanting to keep him. Collars can be dangerous, I would probably not use one. But If that is your best solution, then make sure you check him like every day. When possible be truthful- asking your neighbors?

The problem with trying to keep an illegal rooster is, you are jeopardizing your right, and the rights of every other chicken keeper in your town to keep any chickens at all. If your neighbors complain, you may find yourself either having to get rid of him on a short deadline, or even losing your whole flock. Better to try to find him a legal home in your own time than have to do it in a hurry.

My neighbors hear my all female flock. Being friends and sharing eggs minimizes the concern. And, we are meeting all regulations with respect to chicken keeping.
I think your neighbors will hear a rooster. Might be time for a bit of chicken math.
