Help! Older chick attacking younger chick

I am starting to introduce four 6 week old chicks to my two older 8 week old chicks in the coop. One of the older chicks is targeting just one of the younger chicks! I understand they have a pecking order but it is quite aggressive and why is it only one of the chicks being attacked? To clarify none of the other chicks have any problems with each other and go about their day as usual.
I have the bully chick separated for the time being, but was curious if this is something i should wait out and let them figure it out or should i be intervening?
 
You can do the "look, not touch" thing and have them live on opposite sides of some chicken wire for a couple weeks. There will still be some hazing when they do get fully introduced, especially at mealtime, but it has seemed to do wonders in hurrying the pecking order process along.
