That looks like it could be a valgus deformity. If it has worsened over time, there might be hope of improving it with supplements, from what I’ve read. I’m no expert though, I had several quail chicks from shipped eggs that had similar looking issues, I culled them because I didn’t feel they belonged in my long term breeding project.Better pic
