Help! Pekin Duckling Can't Lift Neck after Hatch

Hello,

I have a Pekin who is having trouble lifting his neck or even standing up. He has been out of his shell for eighteen hours and is still doing the yawning and swallowing thing, but just appears to have no muscle tone.

Ideas or thoughts? What can I do for him? He's in the incubator with three Khaki Campbells.
