Legs look beefy enough, but honestly, for the age that comb would indicate, the bird would be feed restricted/starved for a Cornish x.

If itā€™s a rescue you may not be wrong. Malnutrition may explain the missing feathers
Should be feeding it more? I make sure their food is never empty so they always have some

If they have constant access to food theyā€™re fine and that confirms the white one probably isnā€™t a Cornish x.

Make sure the feed has high enough protein to help regrow the feathers. ā€œFeather Fixerā€ feed is kinda gimmicky, but it does help after a molt.
 
Some kind of scraggly looking rooster, possibly a white rock the others are game hens. They will be pretty decent layers in the spring and summer, and make excellent mothers.
