here is what anothr friend suggested, so i think you are on the right track...
extra heat often works miracles with sick birds. Like plain 60 watt bulb suspended close above the cage. They need to hang a thermometer on the cage, and not let it get hotter than 90. 90 degrees is what you want to shoot for from what Ive read. A cover placed part way over the cage can help elevate the temp, but tell them to be really, really careful about it catching fire, because even a plain bulb gets really hot and can ignite it.
i personally prefer heat pads 1/2 under a
mostly covered cage, because it's darker n safer.
DO NOT use heat lamps of any type
unless they're made specifically for birds,
or poultry because it may be coated with PTFE (polytetrafluoroethyline) which at high temperatures kills birds dead. it has many brand names; the most common is teflon.
heat should not exceed 90 or cause panting.
85 is recommended. 1/2 the cage floor should remain unheated so the bird can choose to cool down.
