I would clean the wound with a saline solution and put on a Antimicrobial Spray or some Neosporin without pain relief. And separate her to her own warm quarters and let her heal she should be ok.
:goodpost: This.

I'd also see that she's able to drink. She can have electrolytes or a little sugar water to help her through shock.
If you have any Poultry Cell or Poultry Nutri-drench, direct dose her for a few days. These 2 vitamin solutions have E and B1 which can help with trauma and stress. For an adult female quail, I'd give her about 1/3ml orally once daily for a few days.

How large of a space do you keep them in? I've not had a males beat up any of my females (yet) but some can more aggressive than others. Do you have hides for them or places that break up line of sight?

Yes and their cage is very big for them it’s just 1 female 1 male because their 3 years old and the others died so it’s just them now

I'd keep him separated out.
Once she's healed completely up, then you can try putting him back in with her to see how it goes. You may find that they both do o.k. by themselves from now on. If you want fertile eggs, you can just put him in her cage (after she's healed) for about 5 minutes a couple of times a day for a few days while you monitor them. He'll get right down to business, then you can take him back out.

I've had many 'scalped' birds through the years. Trying to apply antiseptics, antibiotics or trying to 'clean' the wound, just puts more undue stress on the bird. It's best to seperate and place in a secure cage, or brooder type environment.
Birds are very resilient to traumatic injuries, if they are not 'lethal' injuries.

It may sound brutal or uncaring but it is better to let them heal on their own. As I said before the unnecessary stress could cause death to the bird, if it's immune system is already weakened.

You've already gotten all of the good advice on treating her. In order to prevent this in the future, you will either need to keep them separated where they can see and hear each other bit not touch, or you need to get at least two more hens.

Coturnix do best with one male to three to five hens. You have now seen the result of only having one hen who gets over mated.
