Help...Problem with 4 week old Indian runner

My friend has 4 week old Indian Runners & 2 of them have red swollen necks right in the middle..hot to touch. They are still eating & drinking. Does anyone know what it might be & how to treat it? Any advise will be greatly appreciated.
