Help! Rooster listless and wobbling

Sorry he's not doing better... Not sure if you are near a state veterinary university but if so, and he dies, you should consider refrigerating his corpse and contacting them to send him in for a necropsy. It might be beneficial to know what's happened and if it is a danger to the rest of your birds.

How old is he?
Do the best you can to keep him hydrated. Do you have electrolytes or poultry vitamins?

The feet do not look frostbitten, but do look to have a little Scaly Leg Mite going on. Wondering if he did suffer from hypothermia since he has poop stuck in the foot feathers which I would think froze at 17F.

Did the bantam fare o.k.?

Look through his feathers for any lice/mite infestation that could be weakening him. With chickens it's very hard to know sometimes and it's a process of eliminating symptoms - even then it come to a guess.
 
Sadly he didn’t make it. He couldn’t walk and started to have trouble breathing. He has been frozen so I’ll see if I can get him to Guelph for a necropsy though I’m not sure they’ll take him.
 
Sorry to hear you lost him. Hope that you're able to get a necropsy done and that it sheds some light on what happened to him. But be prepared... many times they come back "inconclusive"... :idunno
