HELP!! Rouen Duck being mean....

We curently have 2 Pekins, and 4 Rouens. I can tell the one giving us the trouble is a male. They have been outside in a nice area with a pond, plenty of grassy area, sun and shade....living it up :) We have 4 silver appleyards ready to move out into the big area with the others. We created a pen outside the large area, so they could get to know each other through the fence. We have done this for a week. Yesterday we decided to put the appleyards into the big area...well the one Rouen wasn't having it! He went right after them and was plucking feathers from their backs, took one down and she was on her back :-( He puts his head down and charges them. He will not let them swim in the pond either. I picked him up and put him into the small area by himself...he paced and paced. Now this morning I tried having everyone together again...nope he was right back and being a naughty duck again! So he is back into the small area by himself. So please HELP!! The other 9 ducks get along fine...I feel bad having him be himself, but I don't know what else to do :-(
 
Whenever I feel bad about separating a duck, I step back and take inventory. Is the duck safe? Has food and fresh water? Maybe even swim area? Decent bedding?

If all the basics are covered, and I have a good reason for separating them, I tell them (yup, I talk to the ducks as if they were my peers) that while I don't like this, it's the best I can do for the flock right now, so sorry, perhaps we'll try again tomorrow. Or, you are not feeling well and I want you to get better, so hang tight.

The above is my long-winded way of saying I think you are doing the best you can with the situation. What are the ratios, who's a boy and who's girls?
 
Right now it's hard to tell...We think the Pekins (2) are males and 3 male rouens, 1 female rouen and 2 female appleyards, 2 male appleyards. We are trying to go by voice and coloring right now. Here are some pics of them.
The naughty rouen has had a talking too :) he has his own pool, food and water...shelter and shade.

Looks to me like we have a male hormone overload. Seven boys and three girls if I count correctly. You might want to consider having a drake pen and shelter, and a duck pen and shelter. It sounds like a pain in the neck until I think of how beaten up and fatally wounded ducks can be with too many, or too aggressive drakes. It's crazy-making that boys who can be so sweet individually, or to people, can become maniacs.

The girls depend on you for their lives and well-being. I would separate them, and begin to sort out living arrangements.
