Help sexing 9 week old Plymouth buffet bantam

Please help. I am trying to decide if my chicken is a pullet or a cockerel? This chicken whom I believed was a female when I picked her up at one day old is now over 9 weeks old. I am trying to sex the (beige) Plymouth buffet bantam. The other chicken is definitely a pullet same age just over 9 weeks old she is much bigger but she is a splash orpington. My bantam is confusing me. She has a red comb and a wattle but both are relatively small. I am new to chickens but have seen that adult bantams females do in fact have a red comb and a small red wattle. I just don't know if it's too soon for her to develop these. Her tail feathers seem to be a tad bit longer than that of the other chicken but again I'm not sure if this is a difference because of the Sexes or the species. She does not have any kind of spur developing. She has been very friendly up until recently she has tried to peck at myself and my son once or twice while holding her. The newest reason I believe she may in fact be a Cockerel is because yesterday and this morning she has tried to what sounds like a crow. But I have read that the dominant females can tend to do this on occasion especially if there is no rooster around. It is just the two chickens we do not have any other chickens. Any help would be appreciated as we are bonding with these chickens and as I live in a neighborhood area I am not allowed to have a rooster.
