Help..Sick pullet and cockreil!!

Their eyes are bad crusty and swollen. Other's were doing the samething so I started treating with an antibiotic, aureomycin. It has helped most of the flock however these 2 still have pretty nasty eyes. We tried using a warm wet rag but it's not breaking the crusty up and we get their eyes open

We've also tried using eye solution and vasoline. Here are my questions..

Any ideas how to break that junk up and open up their eyes? Also how do you give a pennicllian shot to a chicken?
