Help! Soft feathers possibly being ripped out?

We took on someone else's flock and she sort of looked like this when we first got her a few weeks ago but now it seems to be getting substantially worse ... what could be wrong with my girl? Is this molting or do you think one of her sister hens is attacking her? We have 28 chickens all together so it's hard to say if the white fluffy feathers in our yard are from her or not.

She looks a little molt-ish to me, but she does look a little inflamed. Maybe her flock mates are pecking the molt area? I only have one white chicken... my Light Brahma pullet, and she is molting. One of her flock mates finds her molting fluffy butt area VERY interesting. Thankfully, she is above the curious picker in the pecking order, so this behavior did not last. Not sure if that is going on with this girl.

It may also be that my one silkie is very interested in her too, he mates her frequently. Or she may be lower on the pecking order, she has seemed to move towards a new group since we got her she's taken to hanging with my Silkies instead of the majority of the flock she came with.
