His feathers look like that because the other chickens are working on him. I have a few who have had their spangles picked off or parts of other patterns on their feathers, and it almost makes the feathers look silkie...

Silkie feathers don't mean it has silkie blood in it. It's a mutation of the feathers.
As for your roosters breed... I haven't no idea yo...

Looks like an EE mix this is either moulting or being picked on badly. Check for mites on him. Silkie feathering would have appeared when he was feathering in, not after having normal feathers, then switching.
