HELP! What is this? And how can I get rid of it?

You can put them into a pillow case up to their necks and shake them around until you have dusted the entire bird. You will have to put on disposable gloves and put the dust around their faces. Do not get it in their eyes or use so much that they inhale. Or, you can use an old sock...fill with dust and powder puff them all over paying attention to under wings, vents, etc.
 
I use an old sock or stocking filled with Sevin dust, when the birds go to roost I go in an pat it on their backs and necks. I used to have a small mason jar with holes punched in the lid, but I found the stocking/sock worked much easier for the birds.
 
My impression has been that D.E. can kill every type of insect because it scratches their exoskeletons & causes them to dehydrate. I'd think applying it generously directly on the bird would be effective, but I haven't tried for this.

To apply powdery dust of any kind, a baby nose aspirator or a meat baster (the kind for squirting marinade on meat) is wonderful!
You can use it to reach deep under feathers & in places like under the wings. It also helps you have less dust floating around in the air & getting on you or getting breathed in. The only trick to it is to hold it fairly upright so dust is at the bottom so it can get "poofed" out.
 
Stick tight fleas need to be picked off by tweezers or use a light coating of vegetable oil to smother them. Even when smothered to death, they will still need to be plucked off with tweezers. Sevin dust will deter them from reinfesting your birds but you'll have to rub it on the facial skin, wattles, comb and any other bare skin areas. Avoid the eyes and nostrils.
