Help with breed and gender! Chicks dumped on my sidewalk!

Someone dumped these two little babies right on our sidewalk next to the road! I know they were dumped because there was a turned over, filthy milk crate where they had clearly been kept on the sidewalk with them. Most likely based on their age, they were bought for Easter and then dumped when they got inconvenient :-( We have two adult hens, so the person must have known we'd take them in. I think our coop is big enough to accommodate them so we've decided to keep them and raise them till they're old enough to join the big girls.

We think they're 3-4 weeks old. I'd love help identifying their gender and breed(s). Fingers crossed they're not cockerels because we're not allowed to have them in our city. Our vet friend looked them over and said that they are a) super skinny (poor things!), and b) small for their age, so they might be one of the smaller breeds. One is much larger and lighter in color than the other one, so I suspect they're two different breeds. Any help is much appreciated!

alot of feed stores sell "red pullets", a mix of sexed pullets that are reddish in color. they could be red/gold sexlinks or production reds.
Its possible the lighter one is a buff orpington, but they are supposed to be solid buff, and they also have white/pink legs, hers are yellow.

they both have small combs, so good chance they are pullets. Roosters combs get larger and redder sooner than pullets, theirs usually dont get red until they get close to laying.
 
Some people are seriously pathetic. How could anyone dump an animal? Disgusting. Anyway, I'm not sure on breed, but they look like girls to me!
 
The lighter one may be a Buff Orpington, and I think that the darker one is a "Production Red". Both seem to be pullets so far.
