HELP! With Covenants

[Mountain Chickens]

Please help me! I live in a neighborhood with HOA rules stating that we cannot have chickens although the town we live in does allow everyone to have 4 in town. The president of the association is giving me the opportunity to present my case in support of allowing them to change the rules. From what I hear most everyone is against them. I desperately need help with any kind of support anyone can give me to help change peoples mind about them.

What other noisy birds and animals are allowed? I have a neighbor with 4 parrots, another with 2 Rotweillers, and a lot of cats . My hens can not be heard above the barking and parrot calls, not to mention the late night cat fights.
Stipulate no roosters and noise will not be an issue.
Smell and excrement issues: With appropriate housing and sanitation there will be no issues, and your neighbors will not find any chicken poop on their front lawn like I find dog and cat poop on mine. Are there many wild birds around? They poop everywhere, your chickens would be confined to your yard.

I'm sorry to be too negative, but if "From what I hear most everyone is against them." is true there's only one thing I can think of that will work. Blackmail.
