Not frost bite was there in warm westher

Welcome to BYC. Not certain what is going on, but it looks like possibly a bacterial infection to me. I'd clean her leg, apply antibiotic ointment, and keep her in a clean environment. Good luck.

That almost looks like burnt skin. Is that dirt we're seeing or what color it is? @sourland might be right so let us know if it starts healing up in a day or two, but I agree, keep him where it's clean.

No there is no exposed fence
