What kind of light bulb is that? And wattage? Usually works best in your application with 60w or 75w regular light bulb, not a rough surface or whatever that is is there. And the fan blowing across the bulb. No bigger than it is you may get by a 40w. What about a thermostat? The fan should run all the time and the bulb only comes on when needed and controlled by t-stat. Ventilation is fine. I’d lose the brick too. Save your money on the reptile bulb and spend it somewhere else. A lot of people use a hot water thermostat, I never have but it’d be a good start and about $10 at any hardware store. Or you could order a $20 wafer t-stat for the better choice.
