help with little brama chick

We have 2 light bramas that are about 7 weeks old. One is doing fantastic. The other one does not seem to be growing. The healthy one is about 3 times the size of the little one. She seems to be eating and drinking okay but she is always poofed up like she is cold. her head feathers don't seem to be all in yet like the bigger one. She also doesn't seem to stay with the rest of the flock. Once in a while she does but for the most part she reminds me of a loner. We have her in the house now in a bird cage which is plenty big enough for her. I am guessing she is only about 6 inches tall. Is this normal because compared to the rest there is something wrong with her
 
Yes this is normal. I had a cochin that didn't get her feathers till she was 8 weeks old and an easter egger that was 1/4 the size of the others then at 10 weeks old she started growing and is now a year old and the size of the rest.

Also its almost like those 4 foot tall teens who have a major growth spurt in a short period of time.
