Your chick is sick from the appearance of its eyes. It's likely the chick has genetic abnormalities, and it does not metabolize its calories and nutrients properly. There's a better than even chance the chick will not survive, be aware.
A nutritional supplement is necessary and perhaps some added sugar in the water, as well, to keep its glucose level elevated or it will be too weak to eat. Right now, try finely minced boiled egg or crumbled tofu for high protein easily digested food.
Watch its rear for poop pasting to the vent. This is common in such chicks, and it can clog the vent causing constipation.

But many of us have experienced having one of these chicks from time to time, and in the rare case we are able to nurse the chick to maturity with special high protein feedings and vitamin supplements, the chick is still hampered by a smaller than normal size and it ends up getting picked off by predators.
In other words, the prognosis for such a chick is poor. But, try the high protein foods I suggested and Poultry Nutri-drench to help it absorb nutrients that its immature organs are having trouble doing.
If your chick improves with this care, becomes bright-eyed and energetic, it will improve its chances of survival. If, on the other hand, this chick fails to improve or gain weight and size, it probably won't survive no matter what else you try.
To sum up, special high protein feedings throughout the day and Nutri-drench supplements and sugar water are what you need to do. It may require several weeks of this to help. But resign yourself to losing this chick because its odds of survival are poor.
But we can all hope for a miracle.
