The females. Haha. All female quail lay eggs, since they need to do so to continue their species....think about it for a second. This is like asking which breeds of chicken lay eggs.
The ladies do not need males to lay eggs, but they do need males if they want the eggs to be fertile.
They tend to lay when there are at least 12-14 hours of good light. Just like chickens. You can supplement with artificial lights if you want them to lay in winter. Most people who supplement with light have the lights on a timer so they come on a little before the sun comes up and a little after the sun goes down.
It is not a good idea to mix quail with chickens. Disease is the big one, but the size difference is another. The required level of protein needed for quail is also a lot higher for quail (high twenties) than it is for chickens (high teens to low twenties). You don't want chickens eating the quail food, and you don't want the quail eating the chicken food.
They do eat a good amount, and they will make a mess of their food if you let them. Just like chickens. But if you are raising them for eggs or meat, they are pretty efficient when looking at the meat or eggs to feed ratio that you would get. So they aren't a waste of feed to raise or anything like that.
