Anyway, the thing to do here is allow the dog to deliver her puppies and cut the cords if she will. I understand she had pups before.
Dental floss or thread is good for tying off umbilical cords if needed. Iodine is good to clean the cord stumps.
 
Once the pup is dry, put it on a teat and help it nurse. The oxytocin will promote further contractions which will help with labor. Once she pushes the next pup out, put the dry pup in a box with a dry towel or in your shirt /coat to keep it warm and out of the way.
