Is he/she opening and closing their mouth? kind of making chewing motions?
If so it probably means that he/she is still absorbing their yolk.
 
depending on if it's still air or fan forced. sill air is 100-101 while fan forced is 99.5f or 37.5 c

some people that didn't have an incubator has used the crock pot with a small cup of water on low

While getting it warmed up, corn starch will stop the bleeds but you need to keep the membrane from drying out while being careful to not get water in his mouth or nostrils,

while he's warming I would read up on assisted hatching as you are going to have to help it the rest of the way out. you will need a lot of patience, chicks already lost a lot of blood , so hopefully you have some save a chick or poli-vi-sol drops to give baby ,, make sure nostrils are not covered with membrane as it's already broke
