I'm guessing it has an NPA band because it is a fancy breed rather than a racer. If not, write down the numbers and letters on the band and post here for more help.

Looks like an English Carrier. Nowadays they're more of a show breed and if its lost it probably won't be able to find its way back home. The advice above about locating an owner is solid

That wound looks pretty nasty. Pigeons are tough, but I suggest at least rinsing it with some peroxide to fight off any infection. Are you keeping it outside? A small dog crate or travel crate might be better
