Yep, If it appears to be dry just cut about a 1/4inch away from the skin, you don't want to cut too close, but you don't want to just leave it as the other ducklings may start pecking at it, or she may get it caught on something.

By now most of it has fallen off of its own accord, leaving just a small piece of cord left, also there is no other ducklings to peck at it, this little fella is the only one that hatched

Unfortunately we have no way to get any other ducklings at the moment, this little guy is gonna be a alone for a while,
