Not much you can really do. In most cases, the baby makes it or it doesn't. Sometimes, if you try to help, you end up giving it a chill and it dies anyway. I just had one hatch with a rough navel like yours today. The second one hatched without that and was perfect, so I'm not sure what the cause was in my case, but I have a suspicion.
It is caused by low incubation temps OR high hatcher temps OR too high humidity the last three days, in most cases. Sometimes, you just don't know. But, after they hatch, for the most part it's up to them. Mine is just the size of the end of a pencil eraser, cut off 1/8"from the top of the eraser, sitting on its bottom. Ill be putting iodine on it to dry it up and keep out infection.
Is this what it looks like? This is rough navel. It didnt close up properly.

it is part like that but this one did not asorb its yolk sack all the way you can see it laying behind it

I had one hatch like that this morning but it is a little bigger. It is up and running all over the place though. the other one that hatched last night has a big long stringy rope like thing with the yolk sack at the end of it. it about 2 inches long. the chick is still alive though as of now and trying to get up but it is just too week. it lays there with its eyes open looking at me and chirping it cant even hold its little head up.
I feel so sorry for it . it breaks my heart
