Help!

I have a young polish chicken but I don't know if it is a boy or girl. It is at the age when if it was a rooster it would be crowing but in earlier experiences one only started crowing at 4 months old!
It has a huge tail measuring about 80cm, keep in mind that this is about a 4 month old choock. It also has very ragged feathers.

The reason I am so worried about this is that I live in the city and we are not aloud to have roosters, if we were we would probably have over 5 roosters.
