How tall is the fence?
What will go across the top of the fence?
Have you clipped their wings? You need to learn how to do this properly, so don't try it until you get the right information.
Hope some wood duck folks check in. There is a forum, I think, for non-domestic and ornamental fowl

If they are that tiny they need to be in some kind of brooder with heat and someone watching out for them, it's amazing what tiny ducklings can get into that's why they need a mama either of the duck kind of human kind. Hardware cloth around bottom 2' of fencing keeps preds from reaching in and grabbing and pulling ducks heads off.It is 4 ft tall with netting on top but I am worried they will slip through the 2in x 3in holes in the side of the fence

I don't think so if that age but still there is always the threat of a raccoon reaching in a grabbing a duck I'm talking about at night now will they be locked into a secure house at night? if so then probably wouldn't need to have hardware cloth around bottom unless you just felt they needed added protection during day time. Do you have pics? of your ducks and set up?They are about 6 months to a year old so would they still fit through?

I would get coated small diameter chicken wire and run it around the inside bottom of the fence and make sure they cannot wedge themselves betwee the layers of fence
