My brooder hatched an egg yesterday, started around 9am, 24 hours later, chick is still wet and laying in front of mom. It is peeping and moving slightly, but not walking or dried off! I am wondering if I should move it inside into my incubator.

Yes something is wrong there- the chick won't survive if wet and not being warmed.
Yes, move it immediately to the brooder. Something similar happened to a duckling of mine that hatched, and it died the next day. What happened is it might be a premature chick.
