Hen behaving like rooster

have a hen who has decided to identify as a rooster. She’s still laying eggs. But she”s grown very sharp spurs like a rooster & acts like a rooster to the other hens particularly one hen. She gets on their backs & holds on & pulls their head feathers. She looks like she is trying to mate with them. I have never had a rooster.
 
Spurs aren't a male-specific trait. Seems like your particular hen has decided she'd like to assume a more "dominant" role. The absence of a rooster could play a role in the mounting part
 
Sometimes in an all hen flock a hen will take over the rooster's role. It's not anything to worry about and she may not calm down if you get a rooster
 
She has one hen that she is constantly mounting & her feathers have been torn out on her wings on her sides.

she is pretty much at the bottom of the pecking order. The hen she is picking on is a little higher up the pecking order but she is 1 year younger than the hen/rooster.
