"Hen" crowing - help!

I have two pullets, 18-ish weeks old, my Phoenix Bantam has been laying for a week but my Golden Sebright is very slow behind her. No real comb to speak of, small waddles. Pecker, the Phoenix, is the dominant one even though she is smaller. Peep the Sebright, has started crowing, 0630 the last two days like clock work. They are in the coop all day because of predators but I let them out in an enclosed area when I get home. Could it be that since she's not laying she has assumed the role of the rooster? She's checked out the nesting boxes and I thought she was getting close but now this.

What the heck do I do?

Anyone know of a chicken swap near Va Beach, VA?

 
No, she hasn't. They go back and forth pecking the crap out of each other but at the end of the day, when it comes to treats, my layer, Pecker wins. Peep doesn't even come after me, she is very shy and timid.
