The barred one in the back is another rooster, the white one in the front is a hen, and the one in the back that looks like the first one is indeed another rooster. Yes, it can take them awhile before they crow, especially in the presence of another, dominant, rooster.

The 3-1 ratio is not fair on the hen either, unless you have other hens I would be removing her from the coop , until you can rehome at least 2 of the boys.
