Hen Eye Swollen

Mild salt water wipe/flush, & terramycin eye ointment. I did the flush for several weeks, then treated with terramycin until the tube was gone. I cleaned with mild salt water before applying two drops of the eye ointment. I did this every day.
That is exactly what I’m doing, saline wash, terramycin, vet Rex
 
My hens eye is swollen and puffy, I have her inside, saline and Terramycin. I have checked for any puss and see none, she is eating and drinking and seems fine except her eye. Any help is appreciated. Attached is pics

Does she have any bubbles in the eye or any nasal drainage, sneeze, cough, or noisy breathing? A bulging eyelid or face can be a sign of a respiratory disease, or there could be a peck wound or debris in the eye that has caused infection. Do you smell a bad odor from the face? There could be pus around the eye. Testing would be required to tell if the respiratory disease was MG or coryza. E.coli can be common in eye infections. How long has this been going on and treated?

MG is usually treated with Tylosin or oxytetracycline antibiotic. Coryza is treated with SMZ-TMP or other sulfa antibiotics. Neither is curable but symptoms may go away, leaving the chicken a carrier for life.

An eye infection or peck wound may respond to an antibiotic specific for the bacteria in the wound. Continue flushing the eye and applying Terramycin to the eye twice daily. If there is pus in the sinus or eye cavity, gentle pressure may get it out. This graphic video shows how to express pus from a swollen eyelid:
