Hen featherd Rooster?

My polish chicks are now 11 weeks,the one I swore was a male has waddles, but no comb but had spiky top hat, now that he's getting more and more feathers all are rounded not thin. The dad was a golden color and they are black and gold. Could he be hen feathered?
