Hen flying the Coop

I have a hen that is getting out of the run by flying and clawing her way to the top of the fence and jumping out. The run is 9 ft. by 25 ft. so I know the hens have plenty of room. I have 10 hens but this one hen, who is the leader in the pecking order, is continually getting out. I have clipped her wing feathers some but probably didn't clip enough. Other than covering the run, does anyone have any suggestions to help me keep her in the pen?
 
I don't know how tall your fence is, but you might consider adding a 12 inch strip of chicken wire connected to the top of the fence and loosely supported so that it flops readily. The flopping might discourage her climbing and prevent her from being steady enough to fly over.
