Hen not laying

I have a Plymouth Barred Rock that is about 22 weeks old and is not laying. I have four other chickens and they are all laying. Any idea why this one is not laying? She's a really big bird compared to the others (she is NOT a rooster) and is the boss of the coop. Could the weight have something to do with it?

Some birds just take longer for their bodies to mature.
