Hen or roo?

I’ve been letting the little cockerel roam in a portion of the chicken run that’s fenced off with chicken wire during the day for a couple days. Do you think it’s okay to put him with the other girls. I have 7 in here. One of them is kind of a bully even to me so I’m nervous about when I do introduce new birds. I wish I could upload a video here to show because this little dude seems like he’s got attitude already. He’s fluffing feathers and charging at the girls that try to peck through the fence

I would add him to the flock in a few days.
 
Update. Here’s the same guy today. He’s not crowing yet and it looks like little tiny dots where his spurs are supposed to be. I have another rooster who is just 2 weeks younger and has full on spurs and been crowing for at least 2 months now. Are we still sure he’s a he?

100000% sure that’s a male
 
Without a doubt a cockerel. He's likely not crowing yet because he's not wanting to challenge the one already crowing.

All chickens have spur buds, regardless of sex.
