Hmmmm....at 16-20 weeks I would expect more red in the comb or some crowing attempts if it's a cockerel.

I am leaning toward pullet at this point.

Please keep us updated as things progress.

Could you try to get some better, more up close photos? Pictures of the hackle and saddle area will help.

I agree that it looks like a late bloomer (cockerel).
