16 weeks old looks like a hen but also has cock feathers

Your vision must be a lot better than mine. I enlarged the photo and can't make out any male feathers - I'd say a hen.

I'd agree, I think it's a hen, if it was a cockerel the comb and waddles would be big and red by now. Usually my cocks combs and waddles start tuning color by three weeks old. Yours diffently looks like a female, but then again you can't be sure until they start to crow by 5 months.
