Hen or rooster?

Cockerel then a pullet they looc the same what breed are they

Thank you...A couple people have said they are both hens but the first one is acting more like a cockerel...how can you tell?

I can tell the first is a cockerel because of the new feathers coming in on the back and neck. I've watched a lot of roosters that look like that develop and I am confident the first is a cockerel. I'm not as confident with the second but her comb is still small and not seeing any signs of a rooster. Especially if she's the same age as the cockerel Id say she's a pullet

My gut says that the first is a cockerel and the second is a pullet
